Like is it having the Animal to Call but that covering all the rainbow colors of tigers? I want to say yes, but thus far just being a vampire that calls tigers period seems to cover that. My best guess is maybe it means all tigers are under her control as if they're her human servants but without the metaphysical life-binding? I really don't know...for all that it's been hammered in as essential, it's really not clear, you're right.
