The "victim's mentality" phrase is regularly deployed against people, usually women, who are actually victims in order to tell them it was probably their own fault it happened and they need to get over it and stop "whining", even if the victimization is still ongoing. I have never heard it used in any other way. Considering Anita/LKH thinks that people with lots of might are good and people without lots of might are bad, I don't see how she could have possibly meant it in any other way.
