Anita seems to have this strange talent for only ever killing people who were guilty and/or terrible people even if she didn't know at the time. For instance, she shot and killed this one guy in the early books just to make a point. She knew nothing about him, but found out later he'd helped do snuff films with Raina. Therefore his murder was a-okay! So I reckon she just goes by the logic of "if I've decided to kill them, there's SOMETHING they've done and the universe will work it out for me". And, alas, she's right.
