Actually now that I think on it, it could be Anita being an ass again. On the other hand, I have heard that some things do require some amount of annoying "mandatory therapy" before being allowed to go through with it. Sex reassignment surgery is the one that springs to mind. All the other instances I can think of are more punitive in nature (like anger management assigned by a judge).
