That seems to be the idea. You make a good point about WHO WOULD ARGUE WITH THE MOAD but perhaps she didn't trust the Council to be honest/accurate spokespeople (I know I wouldn't) so she possessed them subtly to think what they were decreeing was their own idea and thus they'd accurately represent it? That seems most logical to me...oh wait, logic has no place in this series so that can't be it.
