I'm not sure the haircolour part quite translates. Hair is considered a much bigger deal for women than for men. Maybe he could have a beard and complain about how all women but the uniquely enlightened ones in his harem hates them? "Women hate beards" is an inaccurate stereotype in the same way as "men prefer blondes." It's not quite the same, because it raises the question of why he doesn't just shave if it bothers him so much - but then, Anita could technically dye her stupid hair, too, so maybe he just considers going bearded his personal style and anyone who doesn't find that style appealing is trying to change him and therefore persecuting him.
I think that option 2) probably fits the tone of condescending "friendship" Anita has with the police the best. Anthony cares sooooooo much and wants to save them from their own weakness and stupidity, and if they don't realise how much they owe him for sticking up for them, well, it's not like he's doing it for gratitude - though he'll still point out the lack of said gratitude to himself every five minutes. :P
