People seem to know there is such a thing as a "master of the city" as both paparazzi and cops have referred to JC as such, but it also seems they don't know what all that really entails (though the cops clearly know enough not to trust Anita over it, which she misinterprets as bigotry against JC for being a vampire)
Up until now I thought they had NO IDEA about the American Council, let alone the regular vampire council, but towards the end of this book it turns out that JC being head of the new American Council has been in the human newspapers. And yet Dolph didn't know. So basically people know when it will get Anita harmless attention, but they don't know when it could be actually bad for her.
